You shouldn't generally charge patients if they ask for a copy of their records.
Under data protection law, patients have a right of access to their personal data - including their medical records. They can ask for a copy of this data by making a subject access request.
You can only charge patients a fee if their request is 'manifestly unfounded or excessive', in which case reasonable administrative costs associated with the request can be added.
